FY2024 COMMUNITY PROJECT FUNDING REQUESTS

Congressman Sarbanes has submitted the following funding requests to the House Appropriations Committee for community projects that impact Maryland's Third Congressional District.

Under guidelines issued by the House Appropriations Committee, each U.S. Representative may request funding for up to 15 projects in their community for Fiscal Year 2024 – although only a handful of requests may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Congressman Sarbanes has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested. (Please note that the below projects are listed in alphabetical order by recipient.)

Project Name: Lead Service Line Replacement

Project Description: Anne Arundel County has developed a capital project for replacement of all lead service connections in the County based on the Environmental Protection Agency's revised Lead and Copper Rule regulations. The County estimates that there are about 78,000 service lines built before 1986, and about 15,000 of those lead public service lines have already been replaced. This request will support the second year of this capital project. Funds will be used for the actual replacement of the lead service lines, which will include public outreach, design and construction efforts.

Project Name: Jonas and Anne Catharine Green Park Coastal Restoration Project

Project Description: This coastal restoration project will utilize vegetated headlands, which mimic naturally occurring coastal processes found on the shores of the Severn River, to make the park more resilient to climate change and extreme weather events. The created robust tidal ecosystem will dissipate wave energy, stabilize the existing shoreline and create and enhance a mosaic of estuarine habitats, including tidal marsh, upland wetland, beach strand and submerged aquatic vegetation habitat.

Project Name: Ellicott City North Tunnel Project

Project Description: The North Tunnel project will support the Ellicott City Safe and Sound Plan’s efforts to invest in the future of Main Street Ellicott City by minimizing the risk of extreme flooding like that experienced in the catastrophic floods of July 2016 and 2018, and thereby encourage continued commercial activity in the area. Specifically, the tunnel will divert a significant amount of floodwater under Historic Ellicott City in an 18-foot diameter, approximately 5,300-foot long tunnel, which will be bored more than 100' below Ellicott City.

Project Name: RT. 29 Bus Stations for Extending Flash Service between Columbia & Burtonsville

This project will allow Howard County to construct 5-6 bus station facilities and accompanying Transit Signal Priority (TSP) systems to serve Maple Lawn, the Johns Hopkins University Applied Physics Laboratory (APL) and Downtown Columbia. These additional stops will provide for the extension of the Montgomery County FLASH Bus System to connect Burtonsville to Columbia along Route 29 as well as leverage public transit connections to WMATA and the Purple Line.
